Canada-India Signs New Agreement Allowing Unlimited Flights!

Today, on November 14, 2022, Omar Alghabra, Minister of Transport, announced the signing of an expanded air transport agreement between Canada and India. The expanded agreement permits selected carriers to fly between the two countries an unlimited number of times. The prior agreement limited each country to 35 flights each week.

New census data released by Statistics Canada on October 26 revealed that India is the top source of immigrants in Canada. India accounts for nearly one in five (18.6%) of all new immigrants. Furthermore, Canada’s fourth largest foreign air transport market is in India.

This is a good news for Indian-origin immigrants living in Canada as well as future Canada aspirants from India. Additionally, this new agreement will also help in keeping the ticket prices in check to avoid unnecessary inflation of ticket rates.

Goal to improve India-Canada economic relations

The government of Prime Minister Justin Trudeau is hoping that improved access to one of the economies with the largest and fastest rate of growth will be beneficial for commerce and investment.

“By enabling the flow of products and people faster and easier,” the expanded agreement “will continue to facilitate trade and investment between Canada and India and help our businesses develop and flourish,” said Alghabra. Moreover, all cargo service rights are already unrestricted.

Removing the flight cap is crucial to pursue a complete trade agreement with India, according to Rohinton Medhora, a distinguished fellow at the think tank Centre for International Governance Innovation. In addition, it serves as a symbol that India and Canada take their business relationships seriously.

About India-Canada Expanded Transport Agreement

The first air transport agreement between Canada and India was signed in 1982 and was most recently expanded in 2011. This new agreement was reached as part of Canada’s Blue Sky policy, which promotes long-term, sustainable competition and the development of international aviation services.

The India-Canada transport agreement enables Canadian and Indian airlines to better meet the needs of the Canada-India air transport sector. Both countries’ authorities will maintain touch in the future to consider the agreement’s expansion.

The agreement allows Canadian airlines to fly to Bangalore, Chennai, Delhi, Hyderabad, Kolkata, and Mumbai. In contrast, Indian airlines can fly to Toronto, Montreal, Edmonton, Vancouver, and two other locations chosen by India.

So far, Air Canada is the only designated carrier that flies to Indian cities. But other domestic carriers can now also get designation status, explained the minister. Airlines can immediately exercise the new rights granted by the expanded agreement.

  • IRCC Increased Staff by 45%, But Processing Woes ContinueMonday, 14 November 2022, 5:14 PM EST

    In Canada’s immigration department, new data indicate a significant increase in hiring. However, the processing continues to be slow. The operational capacity of Canada’s immigration department, IRCC has increased by 45 per cent from pre-pandemic levels, according to never-before-published data.

    Canada has already received nearly as many applications for temporary and permanent residents as it did in 2019 before the pandemic in only eight months of 2022.

    After a two-year slowdown, the country’s immigration system is already operating 45 percent above capacity in 2019. As a result, the number of applications for permanent and temporary residents processed through the system is expected to surpass the 3.2 million recorded last year before the pandemic. 



    IRCC increased workforce, yet processing times continue to grow 

    Unprecedented data shows that Immigration, Refugees and Citizenship Canada now employs 8,104 front-line operations employees, up from 5,583 in March 2019, with the majority of the new employees hired since the start of 2022. This is true even if the number of employees on leave increased gradually from 559 in March 2019 to 733 in October.

    Additionally, the number of workers who continued to telework decreased from about 100 per cent at the start of the pandemic to 71.8 per cent last month.

    Richard Kurland, an immigration attorney and policy analyst, says more employees can process more files. As a result, it should lead to higher volumes of decisions when combined with the artificial intelligence decision-making system.

    “You are using the A.I. to do the strenuous labour. Now that the files that require human contact are on track and heading in the correct direction, you have more people to handle them.

    However, Immigration officials would prefer to see the following numbers in check, though:

    • Web forms have become the primary method for applicants to contact the department, increasing from 1.61 million in 2020 to 2.26 million in 2021 and 2.42 million as of September this year;
    • Another important inquiry tool is access-to-information requests, which increased from 98,042 before the pandemic to 204,549 in 2021 before falling to 122,016 so far this year;
    • By 2022, there will have been 963 lawsuits filed against the immigration department, up from just 112 in 2019. These lawsuits sought a court order compelling authorities to process files.

    Therefore, not all critics agree that the immigration system has stabilized.

    Lack of clarity for the reasons for processing delays 

    Vancouver immigration attorney Steven Meurrens questioned why there were still backlogs despite having 45 percent more employees processing applications. He says he is confused why processing times “keep getting worse” in multiple programs and certain visa offices.

    Further, he questioned if there are bugs with new technology or if certain visa postings have I.T. issues. Or other Technology-related concerns due to working from home. Unfortunately, since the department won’t reveal, it isn’t easy to deduce what’s happening from the statistics.

    According to Ravi Jain of the Canadian Immigration Lawyers Association, the department’s increased staffing levels did not correspond to the enormous delay in how people were experiencing the online immigration system. He wants a royal commission to investigate the backlogs and delays in immigration.

    In my opinion, they weren’t really doing much, says Jain. But nevertheless, they cannot get away with this. Because it’s harming individuals in so many ways, it just seems “criminal” to me, said Jain.

    Through the main immigration programs, Canada had received more than 2.9 million new applications for permanent and temporary residents as of August 31. Those figures will undoubtedly raise the total above the 3.2 million files in 2019, with four months left in 2022.

    In comparison to the total of 3,225,130 (235,257 permanent and 2.99 million temporary residents) reported in 2019, immigration officers processed 2.25 million immigration petitions throughout the time period—207,590 permanent and 2.04 million temporary immigrants.

      On November 16, IRCC switches to the new 2021 National Occupational Classification (NOC) version in alignment with Employment and Social Development of Canada (ESDC). It implies that the NOC 2016 skill type and skill level framework (NOC 0, A, B, C, and D) will now be represented by new 6-category system representing the training, education, experience, and responsibilities (TEER) required to work in an occupation.

      Steps to find new NOC code 

      Step 1: Visit the National Occupational Classification (NOC) official website.

      Understanding New NOC categories

      All programs that previously used skill types or levels will now use NOC 2021 codes and TEER categories. 

      Most positions will remain in the TEER category, corresponding to the skill level in the table below. However, certain jobs may change to other TEER categories. The most significant change is the subdivision of Skill Level B jobs that will now become TEER 2 or TEER 3 jobs.

      Immigration Programs that new NOC will affect 

       Generally, all programs that have used NOC skill types or levels to invite applicants will be affected. Therefore, all the programs below will switch to using NOC 2021 codes and TEER levels. 

      Additionally, several occupations will become eligible and ineligible under specific programs due to the new NOC 2021 implementation. 

      Frequently Asked Questions regarding new TEER system

      Do you need to update your Express Entry profile as new NOC is implemented? 
      Suppose you are an Express Entry candidate who submitted your profile before November 16 but has not yet received an Invitation to Apply (ITA). Then, you must update your Express Entry profile with your new NOC 2021 code and TEER category.

      If you receive an ITA before November 16, you can submit your Express Entry application using the NOC 2016 system. In addition, you can also refer to the NOC code mentioned on your ITA receipt and submit your application accordingly. However, there is no need for you to update to NOC 2021 if you received an ITA before November 16. 

      How will new NOC affect CRS scores? 
      The points distribution would be similar to what it has been with NOC 2016. Such as, so far, Express Entry applicants with arranged employment in Skill Levels 0, A and B have received 50 additional points. 

      With NOC 2021, applicants will receive 50 additional points for arranged employment provided their NOC is in TEER 0, 1, 2 or 3.

      Similarly, you will continue to receive points for Canadian education. However, your work experience must be in occupations that are TEER 0, 1, 2 or 3. 

      How can you prepare for new NOC? 
      To be prepared, you can be mindful of the new changes in the TEER lead statements and primary duties. Although most duties may be similar, your work experience letter must reflect the duties mentioned in your new NOC 2021 code and TEER category.

        One of the ways to obtain permanent residency in Canada is through the provincial nominee programs (PNPs).         Ontario Human Capital Priorities Stream

        Last year in 2021, Ontario nominated 3,513 candidates under the Human Capital Priorities stream. This year (2022), Human Capital Priorities stream has already invited 3,076 Express Entry Profiles. Lowest invited CRS cut off score of invited profiles was 455.

        Even though Ontario has one of the largest quotas of any province, Ontario wants to bring in even more immigrants. To address the labour shortage in the province, Ontario’s Labour Minister Monte McNaughton recently asked for a doubling of the number of immigrants permitted under the Ontario Immigrant Nominee Program (OINP) from 9,000 to 18,000 immigrants.

        The Ontario Human Capital Priorities stream is an excellent choice for people who reside outside of Canada. This stream prioritizes qualified candidates who can fill skilled job positions in the province.

        Ontario PNP Human Capital Priorities stream uses the federal Express Entry system. Candidates must have an active Express Entry profile and a CRS score of 400 or higher. Then, Ontario reviews all Express Entry profiles and invites specific profiles to apply to the PNP, generally based on a group of NOC codes and a specific CRS range.

        This stream targets Express Entry profiles with tech occupations and priority occupations.

        Ontario French-Speaking Skilled Workers stream

        Another option is through Ontario’s PNP French-Speaking Skilled Workers stream. Again, interested candidates should have a valid Express Entry profile. This program is great for applicants with intermediate to advanced french proficiency. 

        In 2022, French-Speaking Skilled Workers stream invited 1,379 Express Entry Profiles. Lowest CRS score invited in 2022 was 326 in September 2022.

        Since Ontario has large immigration quotas and frequently organizes draws, it is one of the simpler provinces in Canada for qualified applicants to obtain permanent residency.

        Nova Scotia Labour Market Priorities

        On Canada’s east coast, by the Atlantic Ocean, is the province of Nova Scotia. Many would-be immigrants find the province their ideal choice because of its proximity to the ocean, affordable cost of living, and relaxed way of life.

        However, before the draws, Nova Scotia doesn’t disclose its selection criteria, although it frequently extends an invitation to applicants who have no ties to the province.         Candidates who Nova Scotia invites may secure their chance to obtain a provincial nomination. Successful candidates gain an additional 600 points toward their CRS score because the stream also uses Express Entry. With these extra points, receiving an Invitation to Apply (ITA) in a federal Express Entry draw is almost guaranteed.

        Alberta’s Express Entry Stream

        Some of Canada’s most economically advanced cities, like Calgary and Edmonton, are found in the western province of Alberta. As a result, Alberta is a prominent province for potential immigrants, with a growing job economy and excellent educational institutions.

        Candidates are chosen from the federal Express Entry pool to apply for provincial nomination through the Alberta Express Entry stream. One significant advantage of this stream is that they may accept Express Entry candidates with CRS scores as low as 300, which means that more candidates in the pool will be eligible for a Notification of Interest from the province.

        It is important to note that an invitation from Alberta’s Express Entry stream require a CRS score of 300 or above. The Alberta Advantage Immigration Program does not disclose the extra targeted criteria; however, it does disclose the CRS score of the lowest-ranking applicant from each round of invites.

        Therefore, the following factors could improve a candidate’s chances, but are not mandatory:

        • Holding prior work experience in Alberta 
        • Getting a valid job offer from an Alberta employer 
        • Having family or relatives in the province who are permanent residents or Canadian citizens 
        • Completing an education credential from a Canadian post-secondary institution 

        The federal Express Entry program is the foundation for Alberta’s Express Entry stream. Therefore, a candidate’s CRS score will rise by 600 points due to receiving a provincial nomination, effectively ensuring they will be offered a PR Invitation to Apply (ITA) in the next Express Entry draw.

        Saskatchewan International Skilled Worker

        The province of Saskatchewan, situated in Canada’s prairies, has grown in popularity as an immigrant destination due to its strong economic growth and employment prospects. This province requires creation of Expression of Interest (EOI) and you can apply for SINP even without Express Entry profile.

        We included this option as it is one of the most attractive PNP often inviting qualifying applicants with low scores.

        Under Saskatchewan’s International Skilled Worker PNP are the Occupation In-Demand and Express Entry streams. These streams intend to attract candidates with experience in the in-demand occupations in the province. Moreover, the International Skilled Worker streams use an Expression of Interest (EOI) system to hand pick candidates. 

        To submit an Expression of Interest (EOI), candidates must have a minimum of one year of experience in a field that isn’t on the SINP’s Excluded Occupations List. In addition, candidates must have completed post-secondary education for at least one year and have the ability to speak English or French. 

        Anyone who meets Saskatchewan’s minimal eligibility requirements, including earning at least 60 points on their Points Assessment Grid, is eligible to submit an EOI profile. After submission, the SINP EOI draws will invite candidates with the most competitive SINP scores and those in in-demand occupations.

                If you added your new spouse to your application and want to check if IRCC has processed your updated information, log in to your “My Account” and view details.

                Once you open your account, check if your application lists any dependents. If you notice that no dependents are added to your account, IRCC has not yet processed your spouse’s information. 

                Additionally, spouses must be eligible for entry to Canada under existing immigration laws, which implies that they must satisfy the security, criminal, and medical requirements. They will be deemed inadmissible to Canada if they fail to meet any of these criteria, which will affect your PR application.

                Getting married after your PR application has been approved, but you are yet to enter Canada

                    Step 2: Once you land on the Temporary Foreign Worker page, you will find a “search” button with the number of job postings. Click on this search button. 

                    Step 3: After you hit the search button, you can view the number of jobs available and filter through the location, salary, language at work and LMIA status. 

                    Step 4: Within the filter options (on the left), scroll down to “Labour Market Impact Assessment (LMIA) status” and select the check box that says “LMIA approved.”

                    After following these steps, you will find the list of available jobs that are also LMIA-approved. Then, you can apply online and reach out to employers directly to express your interest or clarify any position query. 

                    How to find LMIA positive employers?

                    As mentioned earlier, employers need to apply for an LMIA and receive a positive response to hire a foreign national. If they receive a negative response, they will not be able to hire a foreign national. 

                    To avoid job fraud and for interested candidates to access information without paying any fee, Employment and Social Development Canada (ESDC) publishes a list of employers who requested an LMIA and received a positive response. 

                    ESDC publishes the list of employers who received a positive LMIA each year. So whether you are a temporary foreign worker looking for another employer or someone looking to get a job offer, you can refer to ESDC’s list to find potential employers.

                      According to a new auditor general, Kim Adair’s report, Nova Scotia needs to reform immigration system of the province. The government needs to understand better what immigrants need to settle in the province as the province sets out ambitious goals to increase the general population.

                      In a report released Tuesday (November 8), Kim Adair stated that the government spends $6.4 million annually on immigrant settlement assistance without understanding whether the money helps prevent them from leaving.

                      More work is needed to meet Nova Scotia’s immigration target

                      Adair explains that the current retention rate of 70% must be increased to 75%, which would require an increase in yearly population growth of more than twofold, to 25,000 people, from the current 10,000.

                      The auditor general’s recommendations, such as looking at how settlement financing may best fulfill immigrant needs, are being worked on, according to immigration minister Jill Balser. As more and more newcomers settle in Nova Scotia, Balser said, the services must be flexible and adaptive to serve individual needs constantly.

                      She added that her agency is also creating two new roles to handle fraud investigations and program compliance checks, introducing 12 new positions to process immigration applications more consistently.

                      In 2021, Nova Scotia welcomed a record 9,160 immigrants; as of August of this year, that total had already surpassed 9,375 persons.

                      Adair claimed that the Immigration Department had not evaluated the kinds of services required to help immigrants settle in Nova Scotia, adding that the government puts an undue reliance on information obtained from outside sources.

                      Adair’s report stated that it is very difficult to identify what settlement services are required, which service providers should receive money, and whether any gaps exist without a detailed assessment to evaluate the requirements of immigrants. 

                      The auditor general said that 18 immigrant settlement companies are currently working in the province, offering services such as language training, employment counselling, and community welcoming initiatives. However, Adair claimed that the government had not thoroughly examined the services given, their locations, or the demand for them.

                      For instance, according to the report, evaluating whether language training is offered across the province or figuring out whether there is a greater need for particular settlement services in some places than others.

                      The importance of feedback from immigrants

                      Adair emphasized feedback from immigrants could help determine where future funding should be directed. In addition, the province has to identify labour market gaps for effective spending to match newcomers to jobs.

                      While speaking to reporters in an interview, Adair said her department recommended that rather than just being reactionary, a framework should be in place. It would help the government get on top of the issues since it takes time to shift their focused efforts to particular gaps in the labour force.

                      Additionally, she said that her audit uncovered inconsistencies in how the province evaluates immigration petitions, leaving the system vulnerable to fraud.

                          • New TEER System Implements Next Week – All You Need To KnowWednesday, 9 November 2022, 9:29 AM EST

                            On November 16, next week, IRCC will implement the new National Occupation Classification (NOC) 2021, the Training, Education, Experience, and Responsibilities (TEER) system. With this implementation, several changes are coming to the Express Entry system.

                            These changes will impact Express Entry eligibility. For example, 16 NOC C occupations will become eligible for Express Entry. Additionally, it will also be implemented by all the provincial nominee programs (PNPs). For e.g., 12 NOC codes will become ineligible for the Atlantic Immigration Program (AIP)

                            Another change is in the eligibility criteria of the Express Entry. As with NOC 2016 system, an applicant needed to have skilled experience, such as in NOC 0, A or B, to qualify for Express Entry. Next week, with the implementation of NOC 2021, the eligibility criteria for Express Entry will change.

                            What is the new NOC 2021 and the TEER system?

                            Canada uses NOC, National Occupation Classification, as a national standard for identifying occupations. After every ten years, the Canadian federal government updates NOC to reflect the country’s labour and economic market changes. 

                            The old 4-digit “Skill Level” structure will be replaced by the NOC 2021. To illustrate the level of Training, Education, Experience and Responsibilities (TEER) required for a given occupation, new NOC categories are introduced. These new categories include a brand-new five-digit hierarchical structure.

                            TEER 0: This category includes legislative and senior management occupations with significant experience and knowledge and handles responsibility for directing, resource planning and management. 

                            TEER 1: This category typically calls for a college/ university degree or prior experience and knowledge in the subject matter from a similar job listed under TEER 2.

                            TEER 2: This includes occupations with major safety or supervisory duties and typically need two to three years of post-secondary education or at least two years of apprenticeship training.

                            TEER 3: This includes occupations requiring fewer than two years of post-secondary education, on-the-job training, training courses, or work experience of more than six months.

                            TEER 4:  Occupations requiring either a high school diploma or no formal education are under TEER 4 category. Applicants with several years of experience in this category may qualify for TEER 3.

                            To continue participating in Express Entry, you must update your profile with the new TEER system if you haven’t received an invitation to apply (ITA) by November 16, 2022.

                            Additionally, if you were issued an ITA before November 16, 2022, you must continue to use the NOC 2016 system exclusively.

                                  Today, IRCC minister Sean Fraser and New Brunswick immigration minister Arlene Dunn announced a new immigration program for the province. The new program is called “New Brunswick Critical Worker Pilot.”

                                  The new pilot is aiming at attracting skilled workers into occupations that are difficult to fill. New stream will also allows participating firms to give skill and language training, as well as counselling and assistance to the newcomers they bring into the province.

                                  The 5-year pilot program will be examined and assessed on a regular basis to ensure that it stays responsive to immigration demands while also delivering the best potential results for the province.

                                    The Province wants to achieve or surpass the 4.4% goal set by the federal government for immigrants who speak French in Canada.

                                    To achieve this goal, the Province will invite 150 Francophone candidates from the federal Express Entry system to apply to Nova Scotia’s Labour Market Priorities stream of the Provincial Nominee Program. 

                                    Expanding efforts to attract francophone newcomers from other countries and provinces are part of Growing Nova Scotia’s Francophone Population – An Action Plan for Success (2022–25). It involves work on the following:

                                    • Canada Bridging Open Work Permit – All You Need To Know!Monday, 7 November 2022, 8:21 AM EST

                                      Bridging Open Work Permits (BOWP) is for people who have filed for permanent residence under the Economic Class. Such as through Express Entry, and currently hold a valid Canadian work permit that expires in less than four months. The work permit holder must also be physically present in Canada to submit the application.

                                      To continue working while waiting for the applicant to obtain PR, the BOWP is an extension of an existing work permit. To be eligible for a BOWP, the applicant must also meet the eligibility requirements.

                                      The applicant may continue to work in Canada under implied status until a decision has been made on the BOWP application if their current work permit expires before receiving a decision on their BOWP application. 

                                      However, the foreign national must stop working in Canada immediately if the application is rejected. Continued employment without a current work permit may jeopardize future applications for permanent residence.

                                      General Eligibility Requirements 

                                      To qualify for a BOWP, the foreign national must meet the following requirements:

                                      • Be inside Canada on a valid temporary resident status. 
                                      • Meet one of the following criteria at the time of your application submission:
                                        • Hold a valid temporary resident status and authorization to work 
                                        • Have maintained status and work authorization as a result of applying to renew your work permit

                                      Another requirement is you must have applied for permanent residence under one of the following classes: 

                                      Your permanent residency application must have completed one of the following stages.

                                      • If you submitted an e-APR electronic application for permanent residency under Express Entry, it must have passed the completeness check. The same applies to the following classes:
                                        • FSWC
                                        • CEC
                                        • FSTC
                                        • PNP (where the applicant is accepted through the provincial or territorial Express Entry stream)
                                      • APR under the QSWC has passed the section R10 completeness check
                                      • Received a receipt of the positive eligibility assessment on their non-Express Entry APR submitted by mail or online under one of the following classes:
                                        • caring for children
                                        • caring for people with high medical needs
                                        • AFP
                                        • PNP (where the applicant does not qualify for Express Entry)

                                      Ineligibility for BOWP

                                      In certain circumstances, foreign nationals may not qualify for a BOWP. These circumstances include:

                                      •  Foreign nationals in Canada who are exempt from the work permit requirement 
                                      • Those applying for a BOWP at the port of entry or visa office may be ineligible because they do not have the authorization (yet) to enter as a temporary resident.
                                        • The fact that applicants are physically in Canada and working while transitioning to permanent residence provides a considerable advantage.
                                      • Spouses and dependents of primary permanent residence applicants as this group can obtain work permits under various LMIA exemption categories.
                                      • Inadmissible foreign nationals 

                                      Officers may make individual assessments of foreign nationals who do not fit the requirements using the more general LMIA exemption.

                                      Required Documentary Evidence 

                                      To evidence eligibility, you must include the following in your BOWP application: 

                                      • Fill out form IMM5710-Application to Change Conditions, Extend my Stay or Remain in Canada as a Worker
                                        • For the question, “What type of work permit are you applying for?” respond by saying, “Open Work Permit.”
                                      • Pay for the work permit processing fee, the open work permit holder fee, and, if applicable, the restoration fee.
                                      • Provide evidence that you meet the APR (Application for permanent residence) stage corresponding to your permanent residence class and application submission
                                        • Applicants of the following class receive an approval in principle letter or eligibility letter after obtaining a positive eligibility assessment on their APR. They must provide a copy of this letter with their BOWP application, and these applicants are from the following class:
                                          • Agri-Food Pilot Program applicants 
                                          • The caring for children class 
                                          • Caring for people with high medical needs class

                                          Depending on the kind of application, IRCC could release an AOR at different times. One such instance is the automated generation of an AOR for Express Entry, which often occurs minutes after the permanent residence application is filed.

                                          What does receiving an AOR indicate? 

                                          The AOR is a receipt that confirms that IRCC received your application. However, the date of the AOR is important if the factors below apply to you.

                                          The age of your dependent children: Only children who match the description of a dependent child may be added to your application.                                           November 4- New Statistics Canada report shows that employment in October increased by 108,000 (+0.6%), recovering losses from May to September. However, the unemployment rate in October remained unchanged at 5.2 per cent. 

                                          Statistics Canada’s new report discusses the changes in employment activities in October 2022. Below, you can find the summary of these changes.

                                          Overall, October saw an increase in employment by 108,000 (+0.6%), making up for the losses experienced from May to September 2022. In comparison, the unemployment rate in October stayed the same at 5.2 per cent.

                                          The industries that experienced an increase in employment were manufacturing, construction, accommodation and food services. But, at the same time, it declined in wholesale and retail trade and natural resources.

                                          Moreover, since March 2022, the number of private-sector employees has increased for the first time. However, employees in the public sector and self-employed workers saw no change in employment.



                                          In addition, employment increased among men and women between the ages of 25 and 54 in October. On the other hand, men and women aged 15 to 24 and those aged 55 and up showed minimal change. 

                                          Generally, employment increased in six provinces, with the most significant increases in Ontario and Quebec. Regarding wages, employee hourly wage growth stayed above 5 per cent for the fifth consecutive month in October, increasing 5.6% (+$1.68 to $31.94) compared to October 2021.

                                          Following a 0.6 per cent decrease in September, total hours worked increased by 0.7 per cent in October. However, the total hours worked increased by 2.2% compared to October 2021.

                                          About two-thirds of employees with wages more than $40.00 per hour had received a raise in the past year, compared to half (50.1%) of those with wages less than $20.00 per hour (population aged 15 to 69; not seasonally adjusted).

                                          Additionally, over one-third (35.3%) of Canadians aged 15 and older lived in homes that reported trouble meeting financial needs in October, up from one-fifth in October 2020. Lastly, more than 1.7 million Canadians had hybrid work arrangements in October for those aged 15 to 69.

                                          Industries with a significant change in employment 

                                          Employment in construction increased by 25,000 (+1.6%) in October, with increases in five provinces, including Quebec (+17,000; +5.9%) and British Columbia (+6,000; +2.5%). 

                                          Despite this growth, construction employment remained almost unchanged in October compared to March 2022, consistent with the latest GDP data showing slowing economic activity in the industry during a similar time.

                                          Moreover, employment in the manufacturing industry increased by 24,000 (+1.4%), offsetting the 28,000 (-1.6%) decrease recorded in September. British Columbia (+12,000; +6.9%) and Nova Scotia (+3,700; +11.6%) accounted for most of the increase. Manufacturing employment remained relatively unchanged on a year-over-year basis.

                                          Accommodation and food service employment increased by 18,000 (+1.7%) in October, the first growth in the industry since May. However, according to the most recent Job Vacancy and Wage Survey data, the industry had a more significant job vacancy rate in August than all other industries.

                                          Employment in professional, scientific, and technical services increased by 18,000 (+1.0%) in October, the third increase in six months. Since June 2020, the number of people working in the industry has been steadily increasing, and in October, it was 297,000 (+19.3%), higher than before the pandemic.

                                          Moreover, there was also employment growth in “other” services (+18,000; +2.4%) and public administration (+15,000; +1.3%) in October.

                                          In October, the number of individuals employed in wholesale and retail trade decreased by 20,000 (-0.7%). The industry’s employment last rose in May and was a little changed year over year in October. While retail sales grew 0.7% to $61.8 billion in August, advance estimates indicate that sales may fall 0.5% in September.

                                          After three months of minimal change, natural resource employment fell (-6,800; -2.0%) in October, nearly entirely attributable to a dip in Quebec (-6,100; -13.2%).

                                          In the last year, hybrid employment—the ability to work part-time from home and part-time from a location other than home—has emerged as a viable alternative for employers and employees.

                                          In October, nearly one in ten (9.0%; 1,746,000) workers reported working both at home and elsewhere, up 0.4 percentage points from September and 5.4 percentage points from January 2022. 

                                          Also, in October, 15.8% of workers worked exclusively from home, an 8.5 percentage point decrease from the beginning of the year (population aged 15 to 69).

                                          The average hourly wages were 5.6% higher (+$1.68 to $31.94) than the previous year (not seasonally adjusted) in October. However, even though average wages have increased by more than 5% year on year in the last five months, they have not kept up with inflation, which was 6.9% in September, contributing to many Canadians’ concerns about affordability and the cost of living.

                                          The proportion of employees who received a raise after being with the same company for at least a year was among the lowest in agriculture (47.2%) and accommodation and food services (49.7%), two areas with average hourly wages below the national average. 

                                          In health care and social assistance (53.6%) and educational services (50.3%), where the majority of employees are unionized, the proportion of employees who received a rise was similarly relatively low.

                                          In contrast, the proportion of employees who had received a rise was among the greatest in manufacturing (67.7%), finance, insurance, real estate, rental and leasing (68.2%), and professional, scientific and technical services (68.4%), three sectors where unionization is often low.

                                          Indeed’s holiday jobs hiring trends report, published on Wednesday, shows that seasonal job posts for this winter are up 28% from last year and 40% above the levels in 2019. While the percentage of job seekers looking for seasonal work is up 25% from last year, it is still slightly below pre-pandemic levels.

                                          According to a recent Indeed study, employers may find it more difficult to find temporary workers during the upcoming holiday season due to the increase in job postings compared to before the pandemic.

                                          The survey stated that while hiring will likely increase generally over the holiday season (November 2022 – January 2023), certain businesses may have trouble filling positions due to increased demand for seasonal workers and job seeker interest.

                                          Possible solutions to finding seasonal workers

                                          Indeed’s Senior Economist Brendon Bernard says the seasonal hiring trend is similar to the rest of the labour market. Employers have reported difficulty filling positions across the sector, and this season, he predicted, will be no different.

                                          Bernard says employers may need to change compensation to attract new hires or provide flexible schedules. 

                                          Nevertheless, he believes it would be challenging to fill certain posts for some specific organizations. He suggests that the question employers must ask themselves is, what are they doing to set themselves apart?
