New OINP Draw Invites 160 Francophone Express Entry Profiles
December 13, 2022 – Ontario PNP also known as OINP (Ontario Immigrant Nominee Program) sent 160 notifications of interest (NOIs) to francophone Express Entry Profiles. This draw invited Express Entry profiles having their CRS score between 341 – 490.
To give a context, CRS cut off score has never been below 424 (July 18, 2022) for OINP French-Speaking Skilled Worker stream, other than the September 23, 2022 draw. Generally, OINP Francophone draw declares lower and upper range of cut-off, but September 23 draw removed the upper cap.
Additionally, this draw was also special because it only invited 35 occupations (listed below) as specified by the new NOC codes (TEER system). Furthermore, Express Entry profiles created between December 13, 2021 – December 13, 2022 were considered for December 13 OINP draw.
In total, OINP French-Speaking Skilled Worker stream has sent 1,539 NOIs this year. So, Francophiles have a good chance of getting Ontario Provincial Nomination to achieve permanent residency in Canada with comparatively lower CRS score in the Express Entry system.

IRCC upgraded its online processing tool in early 2022 to provide accurate information on average processing timeframes. On March 31, 2022, Immigration Minister Sean Fraser announced this modification to modernize Canada’s immigration system. This page contains the most recent IRCC processing timeframes as of December 14, 2022.
The Canadian immigration backlog has shrunk from 1.2 million on October 31, 2022 to 1.09 million as of November 30, 2022. This backlog data was also updated today (December 14) by IRCC. Furthermore, 1.02 million applications are still being processed within IRCC service standards. As of November 30, IRCC was processing around 2.1 million applications.
What Updates Does the Processing Time Include
The processing time begins when IRCC receives the application and ends when the immigration officer reaches a decision on the application. IRCC bases processing time on the time it takes to process comparable applications in the past. Furthermore, depending on whether the application was submitted on paper or online, the processing time may vary.
These processing times are intended to provide fresh weekly timeframes based on data from the previous six months. It also links application volume with operational concerns to help prospective immigrants better plan their journey.

- Canada Immigration Backlog Reduces To 1.09 Million – New IRCC DataWednesday, 14 December 2022, 11:02 AM EST
The Canada immigration backlog has decreased from 1.2 million on October 31, 2022 to 1.09 million as of November 30, 2022. IRCC has updated this new data today (December 14, 2022).
Furthermore, 1.02 million applications are still being processed within IRCC service standards. This number has slightly reduced from 1.04 million since October 31st data. So, in all, 2.1 million applications are now being processed at IRCC.
On August 24, 2022, the IRCC minister confirmed that backlog data is different from service standard data. For example, if spousal sponsorship specifies a processing period of 12 months, an application that is being processed within 12 months is “NOT” a backlog. Rather, it will be classified as standard processing.
However, if it surpasses the 12-month service requirement, it is referred to as a backlog. It should be noted that IRCC’s goal is to complete 80% of applications within service standards. Click here to view the IRCC’s service standards by category.

- IRCC Minister On Processing Files Using Codes Of Inactive OfficersWednesday, 14 December 2022, 9:50 AM EST
On December 12, 2022 CBC News published IRCC data which revealed that 59,456 open, pending or reopened applications were assigned to 779 former employees or dormant computer placeholder codes which have been under processing for quite a long time.
Following the news, IRCC Minister Sean Fraser responded to the matter upon being asked by a journalist. He provided reassurance that everyone of the cases that are subject of story published by CBC News will be processed. Furthermore, he explained that this a part of an ordinary processing.
As per the minister, codes of inactive/former immigration/visa officers are used as part of their triage strategy. Codes of inactive employees are used to take cases that have similar commonality to other kind of files. This is to ensure that files actually go the IRCC’s Global Case Management System (GCMS) to be processed effectively.
Additionally, he said this is part of how IRCC gets cases to the areas where they will be ultimately processed. Even if the files were attached to codes of inactive/former IRCC employee. Further, he said that immigration files are processed by multiple officers, not only the one employee.
Backgrounder
IRCC officer codes are used in places all over the world, including Canadian airports, border crossings, and processing facilities, as well as consulates and embassies in the United States, the Philippines, India, Haiti, Poland, Brazil, and Tunisia, to name a few.
As per CBC News report, Ottawa has the most inactive visa processing codes, followed by Edmonton, Vancouver, Sydney, and Newfoundland. It is crucial to know that any visa/immigration application submitted outside of Canada may be routed to offices in a different country/region for processing.
The most heinous code, SM10353, was assigned to 9,540 applicants. This Sydney, Newfoundland-based placeholder or prior employee last used the system on March 23, 2021. Others include the following:
- TD7976, an Ottawa-based company with 5,782 assigned applications, last logged in in October 2020.
- The most recent login for Edmonton-based TH04332, which has 3,937 assigned apps, was in February 2011.
- About 3,756 applications have been allocated to CB01126, based in Sydney, Newfoundland and Labrador.
- With 3,388 assigned applications to CB00580, situated in Edmonton, last logged in in January 2012.
- The last login for RK01404, based in India, had 2,201 assigned applications, was in March 2021.
- With 2,167 assigned applications, CA9999, situated in Edmonton, last logged in in August 2015.
- With 1,897 assigned applications, Sydney, Newfoundland-based LB6660 last logged in in December 2016.
- RA9519, a Vancouver-based with 1,864 assigned applications, last logged in in February 2016.

During the Blue Jays season, Fan Services Supervisors will oversee a staff of Fan Services representatives. They are also in charge of the general direction of the concourse-facing Fan Services staff, ensuring that spectators receive excellent customer service. They will accomplish this through collaboration with the Fan Services Coordinator and Director.
Ballpark Setup Attendants
Ballpark Setup Attendants are in charge of setting up and breaking down tables, chairs, and activation equipment for various events held at Rogers Centre, including baseball games, meetings, presentations, training courses, camps, clinics, concerts, trade exhibitions, and so on.
Field Operations Attendants

If you are on a study permit in Canada, your study permit’s expiration date will inform you when you must complete your studies and depart Canada. However, you must apply for a study permit extension if you want to continue studying.

Apply for a study permit extension within the 90 days
When you receive your first communication from your school (such as an email, letter, transcript, etc.) that you have completed your program, degree, diploma, or certificate, that is when your 90 days begin.
These 90 days are for you to either apply to extend your stay or to prepare for your departure or apply for Post Graduate Work Permit (PGWP).
Moreover, if you complete your studies sooner than expected, your study permit will expire on the date specified on the permit or 90 days after completing your studies.
However, if you complete your studies later than expected, you must request a study permit extension at least 30 days before the original expiry date.
What should you do if your study permit has expired?
If you want to continue studying in Canada, but your study permit has expired, you must apply for a new one. Request a new study permit and regain your status as a temporary resident of Canada.
If you apply after your permit has expired, you can stay in Canada but cannot study until your status has been restored and you have received your new study permit.
What to do if your educational institution is no longer a DLI?
You have two options if the educational institution has lost its status as a Designated Learning Institution. First, continue your studies until your current study permit expires. It may give you some time to apply to other institutions or think of other plans while you have a valid status in Canada.
Next, your second option is to transfer to another DLI. This may be your best option if you already have an offer letter from another institution.
Moreover, suppose you intend to leave Canada before or after applying for a study permit extension. In that case, you will be denied re-entry unless you meet specific requirements, which include the following:
- You have a valid study permit or a letter of introduction proving that you were authorized for a study permit,
- Your DLI is on the approved list of DLIs with the COVID-19 preparedness plan is approved, and
- have a valid travel document.

Tens of thousands of applicants have been assigned by Canada’s immigration department, IRCC, to inactive immigration officers. Immigration officers are often represented by a code to conceal their identity. New data reveals that some of these officers code didn’t logged in since 2007.
IRCC data on inactive users on their Global Case Management System (GCMS), their worldwide internal system used to process citizenship and immigration applications, was obtained by CBC News.
As of this February 2022, IRCC data shows that 59,456 open, pending or reopened applications were assigned to 779 former employees or dormant computer placeholder codes which have been under processing for quite a long time.
About IRCC Visa/Immigration Officers
Employees of the IRCC can only be recognized publicly by codes made up of a combination of letters and digits (like AB12345, for example).
One application was assigned to a Montreal-based code whose last login occurred on October 6, 2006. For an Edmonton code or employee who last logged in on May 9, 2007, there are 19 applications assigned to them as of February 2022.
The accounts of many persons assigned to the same IRCC officer — only known to them as DM10032 — who neglected their cases largely for years were shared by CBC News earlier this year in their story of thousands stuck in immigration limbo.
Applications assigned to that officer, who the department acknowledged was an active employee, started to see significant activity on their files within months of the story becoming public.
How to find your IRCC Officer’s code?
A GCMS note obtained from IRCC may reflect the immigration/visa officer code assigned to their application. To access their GCMS notes, people can apply directly to the IRCC or the CBSA for ATIP (Access To Information and Privacy).
You might be able to view the immigration officer or computer code your file is now assigned to under the “assigned to” field if you have that GCMS notes.

Further, an IRCC officer explains that a unique ID is the user code. No other user could have the same one after it was assigned. The code would turn inactive if a user were no longer required to use GCMS.

Step 1
To register or sign up for a GCKey, go to the IRCC website and click on the “Continue to GCKey” button when you are presented with the login choice.
Step 2
Once you click on sign in, you are directed to another page. Here, you can log in to your account if you have already set up one. However, if you are new you need to click on ‘Sign up’ under Simple Secure Access.
Step 3
After you click on the sign-up, you are directed to the Terms and Conditions page. You need to click on ‘I accept’ to proceed.
Step 4
The next step is to create your username. This has to be a minimum of 8 characters. It can create upper/lower case letter(s). Also, you can have French character(s) too. Lastly, using digits and special characters is also allowed. Always keep your username safe. Don’t share it with anyone.
Step 5
Once you have your username set, you need to choose a strong password. Your Password must be between eight and sixteen characters. It must contain at least one upper case letter, one lower case letter, and one digit, and must not contain 3 or more consecutive characters from your Username. You should keep the password safe too. Do not share it with anyone.

4. Obtain a social security number

On December 6, 2022, IRCC published updates for the Home Child Care Provider Pilot and Home Support Worker Pilot that come under the Canada Caregiver Program. There are a changes to the experience, language and education requirements, and updated job offer assessment and admissibility criteria.
Home Child Care Provider Pilot and Home Support Worker Pilot will start accepting application as enter the new year 2023. IRCC has a quota of accepting only 2,750 applications under each of the pilot programs.
Program deliver updates contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders. Learn about the new program updates below.
Updated language requirements
The candidate must demonstrate that they have achieved a level 5 in the Canadian Language Benchmarks or the Niveaux de compétence linguistique canadiens in either English or French for each of the four language skill areas:
- reading
- writing
- speaking
- listening
Updated application process and who can apply
Under the Home Child Care Provider and Home Support Worker pilots, all applications for permanent residency (APR) must be filed at the Case Processing Centre in Edmonton (CPC-E) in Alberta.
There are two caps for each pilot:
Intake cap: In each pilot, a maximum of 2,750 applications will be accepted for intake per calendar year. It applies to all applicants, even if their applications are incomplete.
Processing cap: Each pilot will process a maximum of 2,750 applications per fiscal year. To be deemed complete and eligible for processing, applications must meet the conditions outlined in section 10 of the Immigration and Refugee Protection Regulations (IRPR) and the application kit.

About the updated process
Category of gaining experience (Category A)
You must meet the eligibility and admission standards directly if you have less than 24 months of relevant Canadian work experience. These include the following:
- Satisfy the minimum language requirements
- Fulfill the minimum education requirements
- Posses a valid job offer and is likely to accept it
- Be able to perform the work
- Must be admissible to Canada
Officers evaluate applications based on the criteria listed above. If the applicant is eligible and admissible, an occupation-restricted open work permit (OROWP) is issued, and the permanent residency application is placed on hold.
Dependents who apply for permanent residency with the principal applicant may be entitled to join the principal applicant and may be granted open work permits or study permits.
When applying for permanent residence through one of these pilot programs, applicants must submit an application for a work permit for themselves, as well as applications for work or study permits or applications to enter Canada as a visitor or to extend their stay as a visitor for any accompanying dependents.
The principal applicant must obtain 24 months of valid, full-time Canadian work experience after receiving an OROWP. To remain eligible for the program, this must occur within three years of receiving their OROWP. Applicants must provide documentation of gaining this work experience within three years of receiving their OROWP.
If the officer believes that the work experience submitted before issuing the OROWP does not match the criteria for valid work experience (e.g., inadequate time or inaccurate NOC) after the issuance of the OROWP, they may decline the application.
Direct entry into the permanent residence category (Category B)
A candidate with at least 24 months of qualified Canadian work experience must meet the following requirements:
- Satisfy the minimum language requirements
- Fulfill the minimum education requirements
- Complete the Canadian work experience requirement
- Must be admissible to Canada
The application may be rejected if the officer determines that the provided work experience does not satisfy the requirements for acceptable work experience (e.g., the applicant does not have sufficient work experience or appropriate work experience).
Updated completeness check upon receipt
Applications submitted for the Home Child Care Provider and Home Support Worker pilot programs must be checked for completeness following the standards and the application kit specifications in effect at the time of submission.
If the application satisfies all requirements, the Case Processing Center does the following:
- Inputs application information into the Global Case Management System (GCMS)
- reimburses the processing fee
- provides the applicant with an acknowledgement of receipt with an E number
If the application is incomplete, the CPC notifies the applicant and records the incident in GCMS before returning the package and fees to them. In general, there are exceptions. As for assessing applications for completeness, offices can provide assistance when necessary. It is especially true when a document is missing and a documented explanation for its absence is provided.
Examining the application against the selection criteria
Based on the information and documentation provided in the application, applicants are evaluated against the pass-and-fail selection criteria listed below. In addition, to get authorized, applicants must meet the following criteria:
- Education -The candidate must submit proof that they have completed either of the following items:
- A 1-year post-secondary (or higher) educational credential in Canada or
- a foreign educational credential equivalent to the above, as well as an Educational Credential Assessment (ECA) report issued for immigration reasons by an IRCC-designated organization
- Official language proficiency – as explained in the first section of this article.
In addition, applicants must provide proof of either of the following:
- Have a minimum of 24 months of qualifying Canadian work experience, or
- a valid job offer and the ability to perform the work
Updated admissibility requirements
Whether or not they are accompanying, the primary candidate and their family members must undergo security, criminal background checks, and medical exams.
After the application has met specific eligibility requirements and either of the following, an officer will evaluate these admissibility conditions:
- Once all requirements, including those pertaining to work experience, have been satisfied and the candidate has demonstrated that they have at least 24 months of verifiable relevant work experience in their original application (Category B – Direct to permanent residence)
- Before the application is granted an occupation-restricted open work permit (OROWP), if the applicant has less than 24 months of qualifying work experience (Category A – Gaining experience – stage 1)
- Before granting permanent residence status, the officer checks that the applicant and family members, whether accompanying or not, are still allowed to Canada when the applicant presents documentation of obtaining 24 months of qualifying work experience. This may necessitate extra medical examinations (if they have not expired) and additional police checks.
Applicants are highly advised to provide police certifications with their application. If the police certificates are not included, the processing office must seek one for the applicant’s current country of residence and one for any country where they have lived for 6 months or more since they were 18.
What is Canada Caregiver program?
Families can hire foreign caregivers to look after children, seniors, or anyone with documented medical needs in their homes. However, with the ongoing labour shortage, Canada has a severe shortage of caregivers. Due to this, the government introduced the pilot caregiver program.
Currently, two programs under the Caregiver pilot enable Canadian citizens and permanent residents residing in Canada to employ foreign caregivers to work in their homes, Home Child Care Provider Pilot and Home Support Worker Pilot.
The Home Child Care Provider Pilot focuses on those who work with young children under 18. While the Home Support Worker pilot is for those who assist the elderly, people with disabilities and recovering patients.
